Terry is an attorney and professional consultant on police and sheriff department policy, specializing in use of force, body cameras, and Fourth Amendment issues. He also speaks regularly at local, state, and national conferences on these topics.
Terry currently serves as the Chief Legal Advisor for the Ada County Sheriff's Office. Essentially, acting as in-house counsel, Terry assists the Sheriff to navigate legal issues for the office, provides advice to the Sheriff and his Executive Staff, writes policy, handles large projects such as bond initiatives, all lobbying efforts, and provides advice and training to deputies and staff.
The Ada County Sheriff's Office is the largest local law enforcement agency in the State of Idaho with over 850 deputies and civilian staff serving close to a half million citizens. Terry is excited about the mission and values of the ACSO and proud to work with his fellow deputies to make Ada County a truly great place to live
Terry also serves as the Idaho Sheriffs Association’s Legislative Counsel where he advises the ISA Board and Executive Director on legal issues that arise within their yearly legislative initiatives to include assisting with research and drafting proposed legislation as needed. The ISA is an active sheriff association that works hard to ensure Idaho ‘s citizens are kept safe and that its laws stay consistent with the constitutional ideals its citizens hold dear.
Prior to working for the Ada County Sheriff, Terry was a Deputy City Attorney in Boise, Idaho. In that role, he spent 10 years providing legal advice to the Boise Police and Fire Departments and the Boise City Clerk. Additionally, Terry served as the Meridian Police Liaison from 2008 to 2016 and the Eagle City Police Liaison from 2014 to 2016. As the police liaison, Terry provided legal advice and training to police officers on a myriad of issues, reviewed thousands of public records requests and property/weapon dispositions; and regularly drafted resolutions and ordinances on behalf of the department. Terry also assisted police officers with on-going criminal investigations, legal requests for arrest and search warrants, and provided legal advice for officers and commanders in the field. In that time, Terry also served as a criminal prosecutor on a wide range of criminal offenses and sat as first chair on more than 30 jury trials and handled hundreds of bench trials.
In 2015, Terry was awarded the Idaho Municipal Attorneys Association, Dale Storer Professionalism Award for his significant and positive contribution to the practice of Idaho municipal law. In 2013, Terry was awarded the "Chief's Commendation" from Meridian Police Chief Jeff Lavey for Terry's work in re-writing the entire Meridian Police Department Policy Manual. This was the first time a "Chief's Commendation" was given to non-commissioned personnel.
Terry lives in Eagle, Idaho with his wife, Nicole (who manages her own law firm) and their four sons. Terry and Nicole graduated together from the University of Idaho, College of Law in 2004 and from Carroll College in 2002.
